Check the push-button panel and the electronic control unit, replacing them if broken. Insufficient battery charge can prevent the platform from rising, so ensure the battery is charged. A dirty earth connection can also cause this problem, so clean it. If the hydraulic power unit is broken, it will need to be replaced. Finally, if the max speed control is set too low, calibrate the speed to an appropriate level.
