7.5.3 When PRESET 1 is larger or equal than PRESET 2 at down mode
(1) PRESET1 > PRESET2
 Output of OUT1 does not execute.
(2) PRESET1=PRESET2
 Output of OUT1 turns ON for RESET OFF.
