Another possibility is no power to the board, meaning the unit lacks voltage, the transformer is faulty, or the wiring is incorrect. If there's no "Y" compressor input signal, inspect the thermostat and unit wiring, and check the unit's phase. If there's no "CC" compressor output signal, check the compressor contactor and the compressor itself. Lastly, a faulty board could be the issue, requiring a replacement of the defrost board.

Check across the fan relay on the heat pump control (Com-NC) and consider replacing the heat pump control. Check the capacitor rating and look for open or shorted capacitors, replacing the capacitor if needed.
