Another possibility is a dirty or defective photocell, or one that's not installed correctly. Try cleaning, replacing, or adjusting its position. Finally, check the wiring connections between the main PCB and the photocell to ensure they are properly connected.

Make sure there's no moisture in the fuel tank; if there is, rinse it with clean, fresh kerosene. Check all electrical connections between the transformer and the circuit board, and ensure the ignitor wire is connected to the spark plug. If the ignitor is defective, replace it.
