Check for defective U201
and associate components.
Replace U201 if necessary.
Is the voltage OK?
Replace E200.
Check the bench
Power Supply
Check junction of F200
and VR201 for 0 (ground)
Is the resistance OK?

Check all Fused_B+
circuit components.
Repair, as necessary.
Replace Fuse F200
Check traces to Fused_B+
for opens.
