The bypass valve might be in the bypass position, so shift it to the not-in-bypass position. The meter probe might be disconnected or not fully connected to the meter housing, so fully insert the probe into the meter housing (460TC has no meter). There might be restricted meter turbine rotation due to foreign matter in the meter, so remove the meter housing, free up the turbine, and flush with clean water. Do not disassemble the turbine from the meter housing; the turbine should spin freely. If not, replace the meter. The meter probe or the circuit board might be defective, in both cases replace the timer.
