When an event occurs that is in the TA event list, as configured using the PAC SETUP EVENTLIST,
SAT is informed using AT^SSTR.
SAT creates the Envelope Command to send to the SIM Application and responds to the TA. During
this operation SAT remains in the “Idle” state.
