A plugged inlet valve bleed orifice could also be the problem, so ensure the control line bleed orifice is not blocked. Additionally, the pressure regulator might be out of adjustment or defective, so adjust it or replace the diaphragm if necessary. Finally, a defective unload solenoid valve could be the issue, so check that it closes when energized, and replace it if defective.
