Energy Efcient P-state
Select Enable to activate Energy Efcient P-State. When set to Disabled,
this feature will disable access to ENERGY_PERFORMANCE_BIAS MSR,
and CPUID Function 6 ECX[3] will read 0, indicating that there is no
support for Energy Efcient policy setting. The options are Disabled and
Enabled.
