The carburetor mixture adjustment setting might be incorrect, in which case you should have it adjusted by a Troy-Bilt or other qualified service dealer. A fouled spark plug could also be the problem; try cleaning/gapping or replacing it. Ensure the fuel tank isn't empty and is filled with properly mixed fuel. Finally, make sure you are pressing the primer bulb fully and slowly 10 times.
