This function is utilized to fill the specified label transfer data buffer on the selected
API429 transmitter channel with data information.
Note: This command is not accessible if the transmitter mode 'b_Mode' in the
"Api429CmdTxIni command" is set to replay mode.
Note: If "b_XferMode" is set to discrete transfer mode, "w_BufSize" don't care (1).
In this mode bits 7..0 build the label number. The bits 30..8 are the mask for
the discrete register.
