This command defines the minor frame time of the selected API429 transmitter
channel in 5ms steps.
Note: After a Api429CmdReset command or the Api429CmdTxIni command the
minor frame time is set to 100ms.
Note: This command is obsolete. Please use Api429CmdTxFrmTimeIniEx instead.
