Single Controller Behavior
A single controller case is the simpler one as both connections are owned by the
same controller. Thus there is never a case where one connection is in Run mode
and the other connection is in Program mode, so no need to worry about
synchronizing.

1. Initialize I/O tags.
2. Set Claim in one connection.
3. Set Ready in the other connection.
4. Monitor which connection is the owner and update tags accordingly
(Non Owner before Owner to make sure that they’re always in sync).
