If there's no voltage, inspect the wire harness or measure the output on the control board (pins 1&4). If there's still no voltage at the control board, replace it. Replace the wire harness if voltage doesn't pass to the pin terminals from the control. If there is 24 volts at the flue damper connection, replace the flue damper. If the damper is open, disconnect the harness and check continuity between the pins from the black and yellow wires on the flue damper. If there's no continuity, replace the flue damper.
