The tank could be waterlogged; pre-charge the tanks by adjusting the air pressure to 2 PSI (13.8 kPa) less than the pump cut-in pressure (when there is no water pressure on the system), and replace the bladder if necessary. A leak in the drop pipe could also be the cause, requiring you to replace the pipe above that point. Lastly, the pressure switch might be too far from the tank; move the switch to within one foot (.3m) of the tank.
