Remember, there is 120 VAC power (60Hz) only on for 20 seconds in the wash bath (24 VAC for 50 Hz models). Inspect the water inlet screens for blockage and clean them if necessary. Ensure that the water supply is turned on and operating. Also, check the wire harness to the valve.
