It could be due to insufficient starting frequency, in which case you should increase F23 to a maximum of 1.0 Hz. Insufficient torque could also be the culprit, so increase P06 to be between 30% and 70% of P03. Lastly, you can increase F09 to a maximum of 5.0%.
