the lowest speed (20rps)
Outdoor units which satisfied the defrosting end judgment temperature
are operated at the lowest speed (20rps) for inverter compressor.
When the defrosting of all outdoor units ends, all outdoor unit stop.
The start rotation execution is done, and restarts.
