In largemixing bowl, place meat,
bread crumbs, pepper, salt, chili
powder,onion, eggand catsup.
Mix welland form into 12balls.
Arrange balls in a circle in 2-qt.
casserole. Set aside.
In smallmixing bowl place rice,
beans, tomatoes and chili powder.
Mix welland pour in center of
casserole and over meatballs.
