Debris may obstruct the full closure. Also, make sure the flapper chain isn't too tight. Adjust the chain length to ensure the flapper can completely close, leaving only a small amount of play between the flush lever and the chain.

  To fix a Glacier Bay toilet fill valve that won't turn on, won't turn off, or won't refill the tank after the flush, remove the top cap and check for any debris. If you find debris or the water flow is weak, inspect the lower section of the fill valve for a partial blockage, which may be at the shut-off valve or in the water supply line. If the fill valve has been in use for a while and/or the float cup doesn't drop when flushing the tank, replace the seal with a genuine Fluidmaster 242 seal.
