Low Battery Voltage
Possible cause: The mains is abnormal, and the batteries are overdischarged.
Measure: Connect to the mains supply in non-battery test state.
No Voltage at Battery Pack Port
Possible cause: The battery pack cable is short-circuited, and the fuse is blown.
Measure: Replace the fuse board.
