If cleaning and drying doesn't help, repair or replacement may be needed due to a malfunction of the HV unit or the wirings.

To resolve this, clean the plate and insulators and dry them completely in a desiccator or in a poly bag using desiccant. If there's no improvement after cleaning and drying, repair or replacement may be needed.
