Air or water in the fuel system could also be the cause; ensure the fuel line coupler bolt and nut are tight. Bleed the fuel system and remove any water, replacing the fuel filter. In cold weather, the oil viscosity may increase, slowing the engine revolution; use oils of different viscosities or consider using an engine block heater. Lastly, a weak battery might be the culprit; clean the battery cables and terminals, charge the battery, or remove and store it indoors during cold weather.
