The programs, "SETX" and "SETY", turns on or off the X and Y devices, which have been registered
for forced on/off using the external input/output forced on/off function, at each scan using the SET and
RST instructions.
Example) Forcibly turning X40, X77, and X7A on, and X41 and Y7B off
