Does proper DC 1.8V
appear at Pin 5 of IC405?
Check 5V appear at Pin 2 of

Check IC302
Does proper DC 3.3V
appear at Pin 2 IC404?
Check 5V at Pin1 of IC404
and Pin2 of IC403
