Low hydraulic pressure could also be the cause; set the hydraulic pressure considering pipe height, and replenish water until the manometer shows a value of set hydraulic pressure or more. Other potential issues include a clogged strainer (clean it), large resistance on the hydro side (widen the water path to the hydro unit or adopt a bypass valve), or a malfunction of the motorized 3-way valve for hot water supply (check the wiring and parts).
