It could be due to air in the condenser, dirty or scaled condenser tubes (in which case you should clean the condenser tubes and check water conditioning), high condenser water temperature (reduce condenser water inlet temperature, checking the cooling tower and water circulation), or insufficient condensing water flow (increase the quantity of water through the condenser to the proper value).
