the HDMI Tx [IC431] signal correct (as shown in the
gure)?

Check the +5V voltage. (HDMI DDC Buffer) Check the DDC Line. (HDMI DDC Buffer)
HDMI Tx [IC431] is faulty.
Replace with a new device.
