C2 example, the next report time is 10:00:00 AM and TR-206 got GPS fix within 1
hour, C2 is 20 seconds. TR-206 will start to get GPS fix at 9:59:40 AM and send out
report at 10:00:00
C3 example, C3=10 seconds, TR-206 is in the static state of motion mode. When
TR-206 is moved, it will switch to moving state and try to get GPS fix for 10
seconds. Then it sends motion moving report to notify the motion event.
