Notes:

Version download is allowed only if the FOTA state is 12 (new version detected) and 31
(download pending).

The prerequisites for version download and query are:
Module registered with a valid network.
No ongoing PS data service or IPSTACK service.

The module reports a
download failure.

Upon a download failure,
the module restores the
FOTA state to idle and
deletes the downloaded
