Water in the oil could also be the issue; drain and refill with recommended oil, and operate the winch slowly in both directions with no load. If the problem persists, or the motor overheats, disassemble and repair the motor. A damaged or broken piston or connecting rod could also be the cause, requiring disassembly and repair of the motor.
