For a mechanical meter:
Ke = (Kh) (Mp) = Kh = 7.2 Wh * Mp = 2 Revs = Ke = 14.4 Wh

Kh = 7.2 watthours per 1 revolution
For a solid state meter:
Ke = (Kh) (Mp) = Kh = 1.8 Wh * Mp = 1 Rev = Ke = 1.8 Wh
