Idle time delay starts when RPM exceeds Start RPM. A start fail is detected if the RPM drops below 2 RPM
during Idle time.
Binary output IDLE/NOMINAL is opened before and during engine start (during Idle time) and after engine
start is activated - in Cooling state, only if Engine params: Cooling Speed = NOMINAL.
