16.13 indicates as follows:
16.13 set at 0
Z marker-pulses are synchronized to the quadrant where the quadrature A
and B outputs are both low.
16.13 set at 1
Z marker-pulses can be present in any of the four quadrants, as follows:
A and B both low
A and B both high
A low and B high
A high and B low
