Another possibility is scale buildup on the probe if one is being used. Lastly, the range of the set point in the programming might be too high.   If the DEMA Dispenser pumps are not priming correctly or holding a prime, several factors could be responsible. Check the tubing from the chemical container to the pump head for any leaks by feeling for escaped chemical, and replace the tube if necessary. Inspect the squeeze tube in the pump head for holes or leaks and replace if needed. Also, check both the inlet and outlet fittings, and tighten them to ensure a good seal.
