The Fluke Networks TS22 Series Craft Test Sets, often referred to as a "butt-in," are self-contained, line-powered combination handsets designed for installers, repair technicians, and other authorized personnel for line testing and temporary communications. These test sets incorporate the latest integrated circuit design to provide both DTMF (Dual-Tone Multi-Frequency) and dial pulse output, along with features like last number redial and repertory memory for storing up to nine individual numbers.
The primary function of the TS22 Series Test Sets is to assist in line testing and temporary communications. They establish an off-hook condition for dialing and talking, acting as a common battery telephone. In MONITOR mode, the test set provides a high impedance coupling, which allows line monitoring without disrupting conversations or signaling. The TS22A model specifically offers a DataSafe™ feature, designed to Bellcore Technical Reference TR-TSY-000344, enabling high impedance monitoring on DSO and DS1 data circuits without disturbing transmission.
The numeric keypad is used for dialing telephone numbers and making function selections, including 12 standard dialing keys, a star (*), and a pound (#) key. Special purpose keys like STO (Store), RCL (Recall), LNR (Last Number Redial), and PSE (Pause) enhance its functionality. The TS22 Series Test Sets are designed for rugged service, capable of withstanding the rough handling and shocks typically associated with craft tools. The housing is made of high-impact polycarbonate, offering excellent insulating properties. The back of the handgrip is contoured and features a non-slip pad, allowing users to free both hands while the test set rests on the shoulder.
A switchable electronic ringer is included, which, when the amplified monitor speaker is on, enables an audible warble. The amplified speaker can be used to hear incoming ringing and amplifies any audio receive signal in either TALK or MONITOR mode. The SPEAKER button controls the volume of the amplified speaker, offering three volume levels: low, medium, and high. When the speaker is active, the polarity LEDs turn off, reactivating when the speaker timer elapses or the speaker is turned off. To prevent acoustic feedback, the transmitter and receiver are automatically switched off when the speaker is on. To conserve battery power, the speaker automatically turns off after 5 minutes if no signal is present, or if the signal is less than a nominal -30 dBm. Any signal greater than -30 dBm will reset the timer and keep the speaker on.
The TS22A model features a speakerphone, allowing hands-free conversations, which enhances safety when working on ladders or in congested areas. In speakerphone mode, the number keys being dialed produce audible feedback from the speaker, confirming that each number is being dialed. The MUTE button on the TS22A turns off the speakerphone microphone for privacy. Speakerphone mode is only available in TALK mode, while the speaker can be turned on in MONITOR mode.
The test set supports both DTMF and dial pulse signaling, selectable via the TONE/PULSE switch. To make a call, the user connects the test set to the line, verifies it is idle, sets the TALK/MONITOR switch to T, and then dials the number. To terminate a call, the TALK/MONITOR switch is returned to the M position. The last number redial feature allows automatic redialing of the last number called by pressing the LNR key after going on-hook and then back off-hook.
Numbers can be stored in repertory memory at any time, whether the test set is on-hook or off-hook, and without needing to be connected to the line. Each of the nine memory locations can store up to 18 digits. If a 19th digit is entered, the previous digits are cleared, and the new digit starts a new string. For longer numbers, a second memory location can be used. A pause can be inserted into a stored number using the PSE key, which counts as one dialing digit.
For line monitoring, the TALK/MONITOR switch is set to M, and test leads are connected to the circuit. The high impedance of the TS22A Test Set prevents the spiking of data traffic. Troubleshooting procedures often involve listening for clicks from the receiver when test leads are placed on battery and ground or across a charged capacitor, helping to locate open circuits, shorts, crosses, and grounds. For instance, a loud click indicates a good connection on the Central Office side of a fault, while no click indicates the field side.

The test set is powered by a replaceable 9 V (alkaline) battery, which primarily powers the speaker. If the 9 V battery is low, only the speaker function is affected, and the test set continues to operate as a normal butt-in test set. The TS22A speakerphone operates from line voltage in TALK mode only. It is recommended to replace the 9 V battery annually to prevent the 3 V lithium battery from draining. If the speaker fails, operates intermittently, or sounds distorted, replacing the 9 V battery is the first troubleshooting step.
Replacing the battery involves disconnecting the test set from the line, removing three screws from the battery compartment, lifting out the battery retainer, removing the old battery from its boot, inserting a new alkaline or lithium 9 V battery, and then replacing the boot, retainer, cover, and screws, ensuring the strain relief ring is properly inside the case and avoiding pinching battery wires.
The belt clip assembly is also field replaceable in case of damage or wear. To replace it, two screws securing the belt clip to the housing are removed with a Phillips screwdriver, the old clip is replaced with a new one, and the original screws are used to secure the new clip.
Users are warned against using CRC Cable Clean or similar chlorinated solvents on the test set, as they can cause damage. Safety warnings also advise disconnecting clips from metallic connections before performing any maintenance and understanding potential hazards. Batteries are hazardous and should be handled properly, disposed of correctly to prevent shorting, burns, or explosions. The test set should not be used if damaged, and the case should be inspected for cracks or missing plastic, especially around connectors.
