Remove the halogen bulbs.

relay K16 NO contact to AC IN (L1)?
Yes

Is 120 VAC present from the
LORB relay K16 NO contact to the
EMI filter board IN1 contact?
Yes
Is 120 VAC present from the
LORB relay K16 NO contact to the
EMI filter board OUT1 contact?
Yes
Is 120 VAC present from the
LORB relay K16 NO contact to
the halogen lamp sockets?
Yes
Is 120 VAC present from the positive
contact to the negative contact of the
halogen lamp sockets?
Yes
Replace the
halogen bulb.
Is 120 VAC present from
the LORB relay K16 COM
contact to AC IN (L1)?
No
Is 120 VAC present from
the EMI filter board OUT2
contact to AC IN (L1)?
No
Is 120 VAC present from
