Insufficient battery capacity
in the flash module drive.

6R4FN: Flash module drive
built-in capacitor is charged.
If the storage system is
turned on, the LED stops
blinking when the capacitor
is finished charging
(approximately two
minutes).
Note: ACT indicator is only
printed on some types of FMDs.
