The tank recovery might be slow (slow startup boiler, see chart), or there might not be enough hot water (boiler sized too small, see chart). The demand might also be too great; in this case, check flow rates and compare them to the chart, and consider installing a mixing valve and/or flow restricting valve and raise the tank and boiler temperature.
