When the number of applicants is full, it hints the delegate units are full.
In NOMAL mode, if the number of delegate units is full, it will enter into the waiting state,
if the number of waiting delegates is full, it shows "microphone full".
Press the priority button for chairman unit to close all delegate units, and the chairman
unit opens delegate unit as follows:
4.2.4 Sign in
When the chairman or PC software initiates the sign-in and the corresponding light is on,
and displayed as follows. If the delegate still stays in the main interface, then it is prohibited to
sign.
