A small eyeball fitting in the Pool/Spa can cause this, and you should replace it with a larger diameter fitting. A partially closed valve on the return line could also be the issue; check and fully open all valves on the return line. It's also possible the pump is too large, so verify the pump and filter selection. Lastly, dirty filter cartridges can lead to high pressure, so clean them as per the instructions.
