Signaling number 1 is used for link test with voice.
Signaling number 2 is used for TX modulation signal qual-
ity test. i.e, TX adjacent channel power, FSK error, Occu-
pied bandwidth, Emission mask, etc.
Signaling number 3 is used for TX deviation test. If the
modulation mode is very narrow, the modulation fre-
quency is 600Hz. If the modulation mode is narrow, the
modulation frequency is 1200Hz.
