First, check for correct voltage at the line voltage connections in the condensing unit, as there might be a power issue or loose electrical connection. Also, check if fuses are blown or the breaker is tripped, and replace/reset them if necessary. The thermostat might be out of calibration, so try resetting it. A defective transformer or control board could also be the cause, so check the wiring and diagnostic codes, and replace the transformer if needed. Finally, the high-pressure control might be open, in which case you should reset it and address any high head pressure issues. Miswiring of communications can also cause this issue, so check the communication wiring.

Also, check the indoor airflow; it should be approximately 400 CFM per ton. An incorrect refrigerant charge could also be the problem; charge the system per the procedure attached to the unit service panel. Finally, air, noncondensibles, or moisture in the system can cause this issue, so recover the refrigerant, evacuate, recharge, and add a filter drier.

  If the outdoor fan runs but the compressor doesn't on your Rheem Heat Pump, the issue might be with the run or start capacitor, so replace it. A defective start relay could also be the cause, so replace that as well. Check for correct voltage at the compressor and tighten all connections, as a loose connection could be the problem. The compressor might be stuck, grounded, or have an open motor winding or internal overload; wait at least 3 hours for the overload to reset, and if it's still open, replace the compressor. A low-voltage condition could also be the cause, so add start kit components.
