If eliminating interference doesn't fix the issue, replace the HR monitor. If the HR still does not function, replace the console.

  If your Schwinn Exercise Bike display is not working, or is only partially working, or the unit won't turn on, make sure the unit is plugged into a functioning wall outlet. Ensure the connection is secure and undamaged; replace the adapter or connection at the unit if either is damaged. Check that all wires in the cable are intact and replace the cable if any are visibly pinched or cut. Also, ensure the cables at the base of the mast and at the back of the console are securely connected and properly oriented, with the small latch on the connector lined up and snapped into place. Inspect the console display for cracks or other damage, and replace the console if damaged.
