A defective recovery tank cover gasket, a clogged float shut-off screen, a loose or missing accessory tool vacuum hose port cover, loose vacuum hose connections or cuffs, or a defective vacuum hose could be the reason. Check and replace the gasket if needed; clean the lint off the screen; check the vacuum hose port cover; secure all vacuum hose connections and cuffs; replace the hose if it is defective. Also, pulling the machine too fast can cause poor pick-up, so slow down your cleaning process.
