The passkey of the connecting device might not be “0000”, so use a connecting device with a passkey “0000.” The units may be too far apart, so move the connecting device closer. Interference from other devices (microwave oven, wireless LAN, etc.) emitting signals in the 2.4 GHz frequency band could be the issue, so move the unit away from those devices. The unit might be in standby mode, so turn the unit on and perform paring. Another Bluetooth device might already be connected, so terminate that connection before pairing with the new device.
