3.2.4 Measured value, scaled integer
A scaled integer (int16) is derived from the IEC 61850 data classes/attributes
defined for integer values, that is, the common data classes dealing with either
integer or enumeral values. The default scaling for the IEC 60870-5-104 value is 1,
making it identical to the corresponding IEC 61850 value (CDC.attribute/attribute/
…).

Integrated totals counter values are derived from the IEC 61850 BCR (binary
counter) class. Counter freezing means that the IEC 60870-5-104 stack latches the
current BCR.actVal attribute to itself.
