The outputs will be sent to all DDBs (whether active or passive) in the system, except for passive-mode DDBs
with address 255.

10.3.1 Interpreter status (address 255)
If the DDB is set to passive-mode and address 255, its outputs are set by the message keys on the interpreter
desks rather than by the other DDBs in the system. The logical OR of all desks in booth 1 provides the value
for output 1, that of all desks in booth 2 provides the value for output 2, etc.
