When the output frequency is less than or equal to the lower limit of PI output frequency (y0.12),
delay timing begins. After delay time of weak light pre-warning (y0.13) expires, weak-light pre-warning
is reported (Arn33), and system enters dormant state.
In weak light pre-warning, when output frequency is larger than lower limit of PI output frequency,
delay time starts and continues until arrival delay time （y0.14）of wake-up at weak light after which it
clears the weak light pre-warning signal and re-enters the running status.
