If a steady flow of fluid is seen coming from the valve ports, the valve must be replaced. Another potential cause is a piston and/or shaft seal leak. Remove the plug and the housing's valve ports, then operate the actuator through the housing ports. Check the thread length of port fittings, ensuring they do not reach inside the housing bore.
